2018 NAEYC Public Policy Forum- Indiana Team

The 2018 NAEYC Public Policy Forum took place March 4th-6th, 2018 in Washington, D.C. The forum convenes affiliate staff and members to both learn about, and discuss the issues and legislation that are of critical importance to early learning this year. Forum participants will:

  • Get the tools resources, and experiences needed to become an effective early childhood education advocate
  • Interact with peers who have experience in public policy and expand network of support
  • Meet with legislators and start building long-lasting relations with their offices

2018 Indiana AEYC Team

Linda Taylor-Team Lead and IN AEYC Public Policy Chair

Linda is very excited to be leading the Indiana team attending the NAEYC Public Policy Forum this year. This will be her fourth time participating in this exciting forum, and she is eager to share this experience with new and returning team members during this time when we need strong advocacy on behalf of our young children, their families, and the workforce teaching these little ones. Linda’s day job is Department Chair for the School of Education (Early Childhood and K-12 degree programs) at Ivy Tech Community College South Bend/Elkhart. Linda loves teaching college students and working with our terrific faculty to provide a solid foundation to her students in best educational practices for children from birth through grade 12.

Her prior experience includes working as a licensed child and family therapist with abused/neglected children and children with special needs (9 years), the director of two child development centers for at-risk children ages 0-7 years (10 years), a parent educator, teacher trainer, and teacher of many children of all ages. Linda’s favorite current role is proud Grandma of little Jack, who celebrated his second birthday in November. He brings the importance of best policies for young children and their families close to home!


Heather Green

Heather has her BS in Elementary Education from IUPUI.  This is her fourth year as a preschool teacher for Perry Township Schools and she has been in the education field for 21 years.  Heather’s classroom is part of the On My Way preschool program, and currently working towards our Paths To Quality level 4 rating. Heather is excited to learn more about public policy as a team member and become an advocate for her program.





Shannan Grossman

Shannan has worked in early childhood for over 20 years. She has worked as preschool classroom teacher, 1st grade teacher, and as an early interventionist 0-3 in Las Vegas NV, and as an early interventionist  3-5 in Philadelphia PA. Shannan came to Indianapolis in 2007 and began working at her current position when the school was opened the first year.

Shannon has a BS in Early Childhood Education and a M.Ed. in curriculum and instruction. She will be starting a cohort in the Spring to add an administration certificate to her current teacher license.  Shannan has been an advocate during her career for children particularly, in the area of special education.


Kelly Dawn Jones

Kelly Dawn Jones has chosen to dedicate the rest of her life to the advancement of Early Education Initiatives specifically in workforce development. She has been working for the last 6 years to build a pipeline to Properly Paid Full-Time Faculty positions in high quality programs in Indiana. Her training and development efforts are performed in a high quality in-home early education facility that is sorely underfunded based on the current market for high quality in-home educational programming accepting vouchers and grants. Their workforce development focuses on the very specific, and unique talent it takes to work with young children, and the tenacity to work through the changes being implemented Nationally to produce a society of critical thinkers, problem solvers, and people lovers.

Kelly Dawn holds a Bachelor Degree from Ball State University in Theater and Dance, and is working to complete her Associate Degree in Early Education at Ivy Tech Community College. Her experiences include 7 years of Dance Education, 3 years as a private Nanny, and 1 year as an Education Coordinator at City Treehouse in New York City, as well as 7 years navigating the potholes, pitfalls, and challenges of providing high quality in-home early learning in a low-income community. Her ultimate goal is to rehab home properties in the city’s worst communities and turn them into L.O.V.E.’s Learning Opportunities Valuing Education. Kelly wants to go where no one else is willing to go to help the most needy children and families


Alissa Mwenelupembe

For the past 17 years Alissa has worked in and around the field of early childhood education.  She writes, “I started in this field like many others that I meet. I was 18 and I needed a job, so my mom said: “You like kids. Go work at the daycare down the street.” Little did I know that college job would turn into a career that I approach every day with joy, passion and excitement.”

Currently Alissa is working as the Director of Children’s Services at St. Vincent Center for Children and Families in Evansville, IN.  Her program serves children birth-five.  They have 13 classrooms and around 35 educators that work with almost 150 children.  Alissa is also pursuing a doctorate in Early Childhood Education with cognates in Adult and Community Education and Diversity Studies at Ball State University. She is running for the NAEYC Governing Board for the position of Student Board Member.

Alissa has been married to her husband Sekela for 10 years.  They have two children Maya (9) and Xander (6) who make sure that they never get bored!  Alissa loves to travel, watch movies and read (when not reading textbooks!)



Nasser Nabhan

Nasser Nabhan is an Assessor and Training Specialist at the McCormick Center for Early Childhood Leadership at National Louis University. Before joining the McCormick Center, he taught preschool in Chicago and Ramallah, Palestine. He then became the Education Director at CCC Head Start in Northwest Indiana and taught as an Early Childhood Education Adjunct Faculty Instructor at Ivy Tech Community College of Indiana. Nasser’s diverse experiences and roles have led him to be a passionate advocate for high-quality early childhood education as he has witnessed it serve as a conduit for sustainable change both communally and globally.

Nasser received his B.A. from Indiana University Bloomington in History and Near Eastern Languages and Cultures and his M.S.Ed. in Early Childhood Education from Dominican University. In addition to his deep love for the blocks center and everything Fred Rogers, Nasser enjoys traveling, reading, spending time with family and friends, and cheering other people on as they run long distances.

Angie Vickery

Angie has been married to David Vickery for almost 25 years and they have two wonderful boys; Ben, 20 is attending Ivy Tech enrolled in the nursing program and Andy, 17 is a junior at Blue River Valley Schools. Angie feels fortunate to have such a wonderful family.

Angie received her Bachelors of Science at Ball State University (BSU) in Elementary Education and took a job right out of college teaching Head Start. Angie learned quickly that this was an extremely hard job and she didn’t know enough to be successful in this position. Angie went back to BSU and obtained a license to teach Early Childhood Special Education and finished her Masters of Arts in Education. After teaching Head Start for 4 years, Angie took another position teaching Early Childhood Special Education in a public school setting. After that she went on to teach high school special education . At that time in her life, Angie was ready to make a difference in children’s lives by setting up quality programs for children and families. She took a position as Director of Special Services and preschool at a small rural school system. After 7 years as Director of Special Services in a smaller corporation, and obtaining her Director of Exceptional Needs license, she came to Anderson Community Schools. Angie has been at Anderson Community Schools for 10 years- spending two years as Asst. Director of Special Services and 8 years as Director of Special Services.

8% Increase annually for the last four years.
Through the Indiana Accreditation Project, Indiana AEYC provides financial and technical support to over 900 early care and education and school age facilities across the state.
