2025 Session Summary and Status of Early Childhood Education in Indiana

Paola Andujar is the Senior Policy Specialist with NAEYC’s Policy and Professional Advancement team. In this role, she is responsible for providing capacity-building support, resources and policy guidance to key decision-makers and advocacy leaders at the state and federal levels to advance the early childhood education profession. Paola has dedicated her career to advancing early childhood policy by collaborating with stakeholders and policymakers at the local, state, and national levels.
Heather Harris is a Partner at Barnes & Thornburg LLP and serves as INAEYC’s Governmental Affairs Representative. Heather advises clients in the areas of government services, education and healthcare law. She works with education service providers and schools to provide high-quality educational options to Indiana students and families. A registered Indiana lobbyist, Heather has been involved in policy development, analysis and negotiations as the local, state and federal levels. View Heather’s full bio here.

Sam Snideman is the Vice President of Government Relations at the United Way of Central Indiana (UWCI) also serving as a member of UWCI’s Executive Leadership Team . Sam leads the organization’s policy advocacy and government relations activities at federal, state, and local levels. He also manages the statewide Early Education Works Coalition in support of improvements to early childhood education policy.
